International Wire Transfer Request & Banking Instructions A department at the University of Minnesota has initiated a request to issue a payment via international wire transfer to you. To ensure the secure and accurate processing of these funds, we require specific background and banking details.
Purpose of this Request The University is currently subject to a Geographical Targeting Order (GTO) issued by the United States federal government. This mandate requires us to report detailed payee information to our banking institutions for every wire transfer transaction. Consequently, you will receive a similar request for information each time a payment is initiated. This electronic process ensures we collect sensitive information securely while improving accessibility.
Form Navigation & Instructions Payment Summary The first page of the secure form provides a summary of the current payment request. No data entry is required on this page. Information Entry After proceeding from the summary page, you will be prompted to enter your background information and banking credentials.
Important Note on Banking Institutions & Virtual US Accounts The University of Minnesota cannot issue payments via international wire transfer to accounts utilizing domestic U.S. routing numbers (ABA codes), including U.S.-based virtual accounts provided by fintech platforms. Prohibited Accounts You cannot submit a U.S. account provided by fintech services like Wise, Revolut, or similar platforms if it relies on a U.S. routing number or U.S. partner bank (e.g., Community Federal Savings Bank, Evolve Bank & Trust, Lead Bank, etc.). Allowed Foreign Accounts You must provide a foreign bank account located in your home jurisdiction outside the U.S. You may use Wise or similar financial services only if you provide non-U.S., local currency account details (e.g., an IBAN, UK Sort Code, Canadian Transit Number, etc.). Submissions listing a U.S. routing number for an international wire will be rejected immediately, delaying your payment. Questions or Standard U.S. Accounts If you prefer to provide banking information for a traditional (non-Wise/non-fintech) U.S.-based bank account through our separate domestic account collection process, or if you have any questions regarding this form, please contact the Controller’s Office at controller@umn.edu.
